Government Sets Exact Number of Permits: Here's How Many Foreigners Will Be Allowed to Work in Montenegro in 2025

The government of Montenegro has determined the draft decision on the annual number of permits for temporary residence and work for foreigners for the upcoming year, setting the figure at 28,990 permits.
The annual quota for the next year is set at a total of 28,990 permits.
The government stated that out of the annual quota, 5,000 permits are allocated for additional distribution by the state administration body responsible for labor affairs. These can be assigned for specific purposes according to labor market needs, upon request from the Employment Agency (ZZZ).
From the annual quota, 21,620 permits are designated for the employment of foreigners, and 2,370 permits for the seasonal employment of foreigners.
This decision will take effect from January 1, 2025.
